When ever we move changes from Dev environment to Testing environment, we tend to patch solution deployment with pipelines . When coming to ribbon changes there was a recent scenario we observed that ribbon changes are not reflecting in target environment in Testing environment post cautiously deployed from dev to testing environment.

When we went back and did some research and trial and error . We got the final changes reflecting in testing environment only after rolling up all the patch solutions in development environment into a nearest solution .

Now, when we move this new rolled up solution to testing environment, to our surprise all the ribbon changes like new buttons and name changes in ribbon started showing similar to development environment in testing environment.
